Shrugging is usually a gesture that is used to express indifference or uncertainty. It is usually done by raising both shoulders up to the ears and then releasing them. Shrugging can also be accompanied by a verbal response, such as “I don’t know,” to indicate that the person does not have an answer to the question asked.
